The same dialogue box appear at the same spot at the lockscreen while using iris scanner.. guess it's some bug.

this is the space , design for one ui to operate phone with one hand.
you can use any option by tapping single hand.
this is the specialty of one ui, that cause it famous ui

Check for any software updates.. if not try factory reset your phone..
