Bluetooth does not auto connect to already paired devices

Hi

I have observed that if I turn on bluetooth of mobile first and then turn on bluetooth device like headphone , it auto connects. but if I turn on bluetooth device first and then bluetooth on phone , it does not auto connect. I have to reach bluetooth settings to connect manually.
please fix this issue.
