i have disabled all the apps for using my mobile data but when i am touching the apps then too apps r using little mobile data why

i have disabled it but then to it is using mobile data i wanted to check whether it is working or not, but i have off the data saving option so i can manually manage the data so it is then too using my mobile data what do u think it will work or not ?

i have turned off ultra data saving mode and in samsung max app i have restricted background data of apps then it will work

i mean to say then this samsung max application will work or i have to turn on ultra data saving ?
