flash on when clicking picture

When I clicking pictures using Flash on 

Its showing pop up CHECK YOUR CHARGE CONNECTION

Make sure your phone and charger are properly connected.

When turned on battery uses power for device and charging happens simultaneously. If there is any problem in charging circuit it will cause some problem in charging also.
When turned off there is no reason for such problem

You will get that charger error when connected to power. But as you said you are not connected. Also you tried safe mode
1. Open settings go to apps search USB settings and clear data. Force stop.
2. In apps search device care then uninstall updates of it force stop.

Restart mobile.

If issue seems to be annoying backup everything and reset. Or wait for next update and use smartswitch pc to update.
