I know I was in your position although I exchange my older wifi dongle with the new one from local shops, they told me only Samsung phones having this kind of problem. It's some kind of compatibility issue with TP Link wifi dongle.I was trying to help you but it's ok,I don't think it'll solve so easily, so deal with it Goodluck.

Sorry to say, but theres no solution to this. Only way you can reuse the hotspot is to downgrade to android 9 or wait till samsung releases a patch repairing the issue.

Dear Samsung Member,

Greetings from Samsung Customer Support!

Please perform the below mentioned steps to resolve the issue:

1. Uninstall apps.
a. One by one, uninstall any apps you downloaded just before your phone or tablet began having the issue.
b. After uninstalling each app, restart the phone or tablet and see if it is functioning normally.
c. After you uninstall the app that caused the issue, you can reinstall the other safe apps you just deleted.
