did you reset the phone? I also did and I think that's when I received the same but it got completed after installing/restoring apps.

it will need a good quality connection i also faced this but i connected a mobile hotspot and after some of trying and error i did the updates
it's actually that Google apps(Gmail, Photos, Drive, movies, music google) etc

I downloaded all those apps and still showing, I've disabled it
