I feel lags especially in the Home screen UI and in the One UI launcher. Despite having a quite powerful Exynos 1380, I still feel stuttering and lags when opening recents and when I press the close all button in recents and when opening and closing apps. Can anyone help me out with it?

Yah it will because to save your phones battery. It switches to 60Hz when you will not touch the screen when you will touch the it will switch back to 120Hz,that's a feature of the software no a issue to complain.

Try a restart if this did not works.
You can try set your display refresh rate 120Hz.
