Samsung has lot of phone series and models within. Besides it has to consider region, mobile service provider while customising one UI so that users can enjoy without encountering problems. Each model with a series and region has to be beta tested for problems. One UI development is an humongous task considering the Samsung's series,models,region,network service provider.
