If you read it carefully, they have never said that your phone will get full UI update. They just said that they have taken your feedback to developers, and if they get positive response, you will get notification about it. Also they will consider your feedback for future launch (meaning new phone launch, not phone update, and since F42,62 already support full UI with launch it means they have taken **bleep** feedback to launch new phone with full UI update.
