M51 Apps load issue

From 1M I'm seeing this for every app, whether opening an app, reloading, loading or sharing any content via social apps.

This is also impacting performance of the phone 

How this issue occurs is it software issue, slowness, display / graphic issue? Mobile has slowed down, hanging in btw

How to resolve this issue?

Clear cache partition and then restart.
