Is it me or the notification panel in dark mode isnt transparent? Whereas in s22 its transparent 

[ALOS96]

No, samsung intentionally made this to differentiate the S series from A,M,F, series.

You can also see this in other areas like -

1. Animations

2. Lockscreen clock effect

3. More goodlock modules on S series

4. Minor Ai features (circle to search, object eraser instead of generative ai, etc)

5. Camera features (expert RAW, Dual video, potrait video, etc)

6. Now bar options

7. And so on.....

Solution -
But you can customize it to make it more transparent or full black look

1. Download finelock and goodlock

2. In finelock app download module theme park

3. Inside theme park go the quick panel option and customize it your way.
