Need update to pin Data saver in my notification bar coz it's really time wasting opening up Mobile data and Turing on/off data saver.

no that is ultra data saving. may be he is talking about data saver only . see in picture.

Swipe down the notification panel with 2 finger, click 3 vertical dots -> select button order -> You will find the option, drag it and arrange as per your location need .
