Hotspot useful features

Is there any way to use my m21 hotspot features , like

1. block any connected device. 

2. Set hotspot data transfer limits for particular connected devices.

3. Set per second data transfer speed for connected devices with my hotspot.

1st and 2nd is possible.. iam not sure about the 3rd ....
