Spam calls are from telecom companies that calls you for advertisements that this function blocks it. Also it is not a hardware-based functionalities as it is powered by hiya(an application similar to truecaller)

Spam protection in Samsung phones is provided by Hiya. I am using this from day one. Spam calls are those who call you unnecessarily to sell something or scam calls can even trick you to get personal info like bank details. I have set to block high risk scam calls only.
