Yes m21 is eligible for one ui 4.0 based android 12 because, phone launch with android 10 out of box.

2 major updates we see:

1. one ui 3.0 based android 11
2. One ui 4.0 based android 12

M21 will get andorid 12 because in mid range phones we see 2 major android os updates
It got android 11 so it will get Android 12 also with one ui 4.0
