this feature is rolling over india through jio...and jio is testing in some of the cities...wifi calling enable your to call through wifi(VoWifi) without any cost

If your carrier supports VoWi-Fi then if you have no network in your phone but you connected with Wi-Fi then you can call it through Wi-Fi but carrier charges may apply for that call.
