Turn on the bluetooth device with which you wanted to connect your phone and also turn on your phones bluetooth.

Open device settings >> connection >> tap on bluetooth and then turn it on. Search the device name with which you wanted to connect your device in the Paired device and Available devices and tap on it.

There may be thierd party application having permission to change debvice setting. Just check permission setting of all your apps. Remove such permission from third party app.
