How to get Pop-up view mode?

I use J7 nxt.
There was never any option of "pop-up view" mode. I installed Task Changer app many days ago, then I got "pop-up view" option but if I tap on that option nothing happened..... But I dont know how this feature is working since today (though not properly). It's like a miracle! Can anyone explain me this??? 🤔 🤨

from recent apps long press the app and mive it to blue box the pop view will get activated
