How to delete thumdata4 file and recover space

I need help from Samsung! 

My mobile storage space is running out and the reason behind it DCIM - thumbdata4 file.

How to delete the thumbdata4 file abd recover the space its occupying?

Simply deleting the file from DCIM - thumnails folder does not recover space and it again comes back.

Please if you have knowledge about it please share and help me out, please!
