Very irritating creat note button

This is so irritating create note button

the create note button its like a bug.

 it keeps on coming and going automatically, it works like a charm but there are times when the button is not there. it goes back inside the available button page under edit buttons.

 is it only me or anyone else also facing this issue, I have been facing this issues since m51
