It does not apply to all apps by default... this happens with all color palettes.

Only The Default Samsung App can be applied On Colour Palette and other download app colour palette will not be applied.

Not all Samsung apps

Color palates are no applicable especially for third party apps. This is because those apps are not optimised to adapt theme based colors.
