I don't know why samsung is not created their own os like IOS,harmony os why depending on android 

Samsung should stop making their chipset and concentrate on how make their own os (one os)

But most of it's operation are fully isolated

Harmony OS is an Android skin, just like Samsung's One UI, which is based on Android. Huawei is calling it an OS just for branding purposes. The only difference here is that Huawei does not have Gapps (Google Apps & Services), so they have to build the entire infrastructure for payments, logins, etc., and onboard developers to publish apps.

Samsung tried building several operating systems themselves, but the timing was not right. Their best attempt was Tizen OS, but it did not succeed because the world had shifted to either Android or iOS. Even Windows Phone failed.

So, they know how to make it but there exist your own work to be done

I know you think that pure operating system will work seamless among all range of devices

But it's not posibble to create os in a year or two
Yes, you can make your own os with most of the tools available now.But then that will like android(build on top of linux) or ios(build on top of unix).

And if you create your own os and then it development kit will be distributed to developer for writing the native application but it will take minimum of five years for samsung to reach all the features and customization available in one ui skins
