Galaxy FCharging current starts reducing when Battery reaches around 60-70%. Battery charges fastest between 10-15 to 75-85%, then the current is reduced.
Because charging Battery produces Heat, which makes battery warmer and is not good for a battery's health. Many company uses different types of Charging technology in order to maintain Battery's health and maintain Fast charging speed (basically by dividing one battery into 2-3 smaller batteries, because of this current going on each battery is also reduced by that factor).

Charging capacity is measured by measuring charge pressure in the battery, so in the end points (ie near 0-10% and near 90-100%), there are more errors in calculating it, which is to be kept in mind. So they reduce charging speeds in order to not overcharge and maintain Battery's health.
