Can't Make A Video Call Directly

I can't make a video call directly without using any app like facebook, Duo etc.
Why?

yes you can provided your cellular network provider has given you that facility like jio and the person you r calling is also having samsung smartphone stock android does not have any such facility you can google it for detail procedure

just one click on contact then appear below option...then click on 4th option of video call..

I have 2 samsung smartphones... Galaxy C9 Pro & Galaxy J7... Both handsets are 4G enabled & also have front camera. I am using Jio 4G sim in both handsets. but i can't make a video call directly.
please solve this issue.
