phone has internet but can't make calls and SMS on my galaxy a9(2018)

Already 2 times factory reset but Can not make or receive phone calls.how to fixed this problem?

Try calling with a different SIM. If it works go to your telecom service provider's customer care. If it doesn't go to Samsung service centre.
