A31 supports Good Lock so you should have Bixby routine as well in Galaxy store...

It works u need to side load app from apk mirror and install https://play.google.com/store/apps/details?id=rk.android.app.shortcutmaker from plystore and go to activities and search for "routines" and open 2nd one in the results.
