Galaxy A60hz = per second your screen frequency is refreshing.
Max refresh=smooth experience.
For static images, you can't see any different, but while scrolling fast, playing high bit rate video per second will play smoothly.
120hz = double time re freshing screen = consume more battery.
Basically if you are not High user, don't watch 4k movies then its useless. 60hz is good for normal people (jo entertainment, no time pass)

This is a software issue.
Or go samsung care and tell them to replace the display according to software free of charges.
