You will need to contact Samsung helpline in your country.
It seems you are trying to use Samsung phone which was not sold in your country officially.

Many Samsung phones are region locked. It is very clearly written on phone box, at least in India.
You need to use phone with that country SIM card for around 30 mins to 1 hour, do incoming and outgoing calls.
Only after that you can use phone in other country with other country SIM.

no need to use for 30 minutes ,needs to use for 5 minutes only with the sim card which country region its made for.
