By default Samsung pay mini grants scan nearby device permission after clearing app data or auto update or force stop, without user consent,even after all permissions declined.
It is also noted that, during initial setup nearby device scanning for Samsung and google apps are off, still when setup completed most google and samsung apps have permission granted default.
