Assuming You are Receiving PDF's through WhatsApp When you have downloaded the file and click on it , the system will ask you to choose an app to view this document , you have multiple options , Google Drive /Adobe
Once the Document is Opened , it would have an Option to Save File As / Save
Once clicked it will ask you for the directory to Save it to
The only problem I've faced while working with PDF documents is their size. Maybe you also experienced this problem when the file isn't sent because it is too big.
