These are some of the issues of buying a phone from one country and using it in another. You can't blame Samsung because the phone was made for UAE where the call recording is illegal for obvious reasons.
No need to be offended my dear friend. But as you said this is a helpless situation. I hope Samsung comes up with something like changing the location or something.
