You can't disable it but can hide the content in the panels on lock screen. Goto settings on panels and check for hide on lock screen option.

Yes, if you enable kids mode, then lock the phone, you can change the wall paper on kids mode and remove all of the apps, if you put a short cut to the app on your home screen , when clicked it will disable the pull down on the lock screen.
