Do you know about Safe mode ? Use it then turn off the safe mode.. It will help you out from this situation... of reset it twice.. this is good too... But before using safe mode please do some research about it... You can turn on safe mode easily.. but can't get out of it easily... the option to get out of it is soo easy but if you don't know it is too much hard...

Reset network settings check once the data connectivity is allowed for the apps if it's off then turn it on
