How did get these icons to look this way?

Go to wallpaper style and click on Colour palette and apply palette to colour icons then select colour you want to use ..

Is there a way to make the icons smaller after doing this?

I think you can only achieve this with Goodlock, I stand to be corrected though. Google can be your best friend here
