My phone only charges when I switch it off or restart it, if I unplug the charger while it's on and plug it back in it doesn't charge. There used to be a notification where that gave me the option to draw power from the charger when this happened but after updating the I no longer see that notification and have to charge it switched off or first plug in the charger then restart

Check Battery Settings
Navigate to Settings > Battery or Power Management and look for any charging-related options.
If an update changed the way the phone handles charging, there might be an option to enable similar functionality manually.

Or, Boot your phone into Safe Mode to determine if a third-party app is interfering with charging.
Hold the power button until the power menu appears.Tap and hold the "Power Off" option until "Safe Mode" appears.
Select "OK" to reboot into Safe Mode.If charging works in Safe Mode, an app may be causing the issue. Consider uninstalling recently added apps.

Or Reset network and system settings (not a full factory reset).
Go to Settings > System > Reset Options > Reset All Settings.
