Clear the bluetooth cache or reset network settings.

Go to Settings > Apps > Show system apps > Bluetooth > Storage > Clear cache and Clear data.

Has this device been repaired in any way?

I have A21s as 2nd phone, Bluetooth does work(Last used 2 weeks ago). Maybe it's the Bluetooth device or phone is damaged due to being dropped or fixed by foreigners.
