Tips to resolve call-dropping:

Disable All call forwarding by typing ##002# on your keypad, then pressing the call button.

On confirmation you will see Message 'MMI code started'. Then , you will see another message-

'Call forwarding

All

Erasure was successful'.

This should enable outgoing calls.

One main reason for Call-dropping is that someone has hacked into your phone & your outgoing calls are landing at hacker’s phone number/end. Hacker may've done it to get info on you.

Ensure your network is connected properly. Go to settings ->Connections -> Mobile networks -> enable 'VoLTE calls', tap on 'Network mode' & enable 'LTE/3/2G (autoconn..)' or 'LTE/4/3/2G (autoconn..)

2. Tips to enable SMS services:

First, find out MESSAGE centre number of your SIM/phone number for area in which it's registered. Then

Go to MESSAGES app, tap on three dots on upper hand right corner-> settings -> More settings -> Text messages -> check Message centre numbers. Tap on Message centre, then type in Correct Message centre number if your Message centre has wrong number & then save it. Message centre numbers for different service providers keep getting updated.
If you find my suggestions useful then plz accept it as a solution by tapping on three dots on right hand side.
