One UI 8 beta is only available for the S25 series. You can join the beta program from the Members app

Usually, only a limited users can join the beta program. But now, beta program is full. So, you can't join it now.

The beta program for S25 is full. Although Samsung has not released any list yet but you can expect a stable ONE UI 8 in October/November 2025, and Samsung never says the exact date, so be patient until you get notified
