Bixby problem

Hi everyone 

I'm using my galaxy note 9.Past from my purchase of this mobile the could not use the Bixby. It does not respond to my voice.It did not understand my words 

Bixby is a good A.I

so I need my Bixby to work again 

I'm an Indian.I live in India
