Go To Setting> Account & Backup> Account > Clik On Samsung And Create.
Or Simply Search "Creat Samsung Account" On Google.

Hi,
Samsung no longer offer that option. They have partnered with Microsoft for pictures backup and samsung cloud will backup your phone settings, samsung account contacts, browser bookmarks, notes etc. Obviously that's is if you want to backup using samsung cloud option but also Google can back up your phone and if you install Google Photos you can backup your pictures with Google too.
