-Settings
-Apps
-From Your apps right menu (with arrow sign) choose Show system apps
-Samsung Health
-Storage
-Clear cache & Clear data

WearablesI'm also receiving this error. If I clear data won't that erase all the logs and information I entered into the app? I cleared cache and tried uninstalling/re-installing the app and still received the 0x0b error. Samsung Support please help!

WearablesThis worked for me and I hope this can save someone else time and frustration:
Settings > Apps > Samsung Health > Force Stop > Storage > Clear Cache and Data, then try opening the app again.

I am having the same problem. I cannot open the Samsung Health app on Samsung S21FE with Galaxy 4 watch Classic.
It comes up with the following:
Can't set up app
Server error occurred. Try again later.
(#random hex number that changes every time#)
I've tried all the advice on multiple chats including this one.
Any help would be great. Not getting the use out of my watch or phone.
