One UI 3.x : Home screen vertical icon spacing broken?

Even with "Home Up", I have no ability to change space between icons rows on the Home screen.   Icons on adjacent rows are practically touching each other, unless users skip a row.. the issue is even worse in landscape mode.

Also, are you using the default Samsung theme? If not, just check after applying a default theme.
