Can anyone tell me what the circle with the arrow inside of a circle icon means in the left hand corner of my phone?

That's your Battery and Device care notification. If you slide down your notification panel you should see more information.
If not then go to :
Settings > Battery and Device care then you'll see an orange dot on your top right corner.
