S10+ (exynos) wouldn't detect channel 149 except when it is on flight mode. Any workaround to this issue? 

I cannot change the channel of the router as it is fixed by Google. I think once my phone is on flight mode, my SIM card is disabled so my phone doesn't know in which country it is being used and so it can detect all 5ghz channels. But once flight mode is disabled and I reconnect to the wifi it would never detect channel 149.

Countries apply their own regulations to the allowable channels, allowed users and maximum power levels within these frequency ranges.

appears like I need to root my phone. is there a serious disadvantage in rooting my s10+?

your phone security will be compromised.. but the good news is you can un-root your phone-hopefully- easily.

please check online if getting a phone powered by SD in gulf will be able to connect to wifi 5Ghz /channel 149 or not.
it might look easier to get an old phone from oneplus to connect with your router.
