I'm not sure where you got the 22nd date from, but the GCC altogether is not an eligible region for any beta testing, once the beta is finished and the UI 7 is official, it will be then available to download, which should arrive at the end of the second week of Jan. Alternatively, you can side-load the beta on your phone, but I don't suggest you do that, as you are only 3 weeks away from the official update, plus some banking apps won't work as they are not meant to work with the beta in the GCC.
