Is it true that One UI 7 is now cancelled for devices that doesn't have it out of the box?

No. Still in Beta testing and have been delayed. The update will eventually arrive, we just do not know when.

UI 7 will come to the devices however One UI 7.1 will not be available as android 16 One UI 8 is around the corner so a 7.1 update will be futile.
