How to disable camera in personal profile

How we can disable camera in personal profile while we have work profile or there is any way we can merge personal and work profile ?

We have mdm solutions, but since it has created the work profile, the policy is applying on work profile only and not in personal profiles, so it's disabled the camera in work profile. Is it anyway if we can disabled it in both profiles, as per mdm vendor, they said its android level restriction to create work profile.
