It's probably because Samsung's auto blocker is turned on.
You can temporarily turn it off by going to settings > Security and privacy > Auto Blocker > turn off Maximum restrictions.

Let me know if it works. 😊

Auto blocker is on, but Maximum restrictions is off..
Anyway I resent the same photo after this post and it didn't block it.

It's off.

I sent it twice yesterday and it's blocked but after this post it worked and I didn't do anything to the settings.

What kind of a response is this? "not related to a hardware issue" OF COURSE it's not related to a hardware issue, it's clearly a software issue where auto blocker blocks random, harmless images. It just happened to me, the picture can't even be described and would in essence be unintelligible without further explanation.

It was a shoddy solution to a DYI project I wanted to share with a friend on WhatsApp, essentially two planks, the foot of a toilet, and a bunch of screws.

I took the picture with the Samsung camera app on the same Samsung phone I sent it from! I tried sending the picture 3 times and it was blocked all three times despite me having turned Auto Blocker completely off after the first attempt.

I had to resort to take a screenshot of my camera roll and send that, which wasn't blocked DESPITE it showing the following: the original picture, thumbnails of OTHER pictures in my camera roll, the current time, a few notification icons, the WiFi icon, and my battery level. If anything the screenshot, showing so much personal and potentially sensitive info was not blocked. But a picture of essentially nothing was. 

Auto blocker is broken. I don't know what algorithms you changed on it but they're clearly not working correctly and the feature ends up doing the EXACT OPPOSITE of what it claims to do.
