Does this mean that the "bug" was fixed and "rollout" resumed, or the delay is because the "bug" forced the software to be converted to a beta to test and collect data on the fix of the "bug" ??

Bugs was resolved, it affected exynos chipset devices.... it was resolved yes, stable release is back on track
