how can i switch front and rear camera during video taking in note 9???

You can click the circle I have marked in the attached screenshot. You can also scroll down on the screen while recording to switch between the cameras.

you dont even know what you are talking about, read the question properly and double check if you really have a samsung note 9 okay??? you just gave a very annoying suggestion

Flipping camera while recording video is not currently supported in Galaxy Note 9.
